Vision
Jolshiri Abashon is planned envisages for setting up a land development project on 6374 Bigha (2103.30 acre) of land at Rupganj Upazila of Narayangonj District with all infrastructural facilities of a model town. The Project is primarily planned to accommodate around 6400 officers in order to solve the housing problem of Army officers of Bangladesh Army. The project is not a profitable project. Though limited number of high rise apartment blocks, commercial plots, clinic, etc. will be sold in order to recover the project cost.

Objective

1. To purchase land from different sources (Government and Non-Government and individuals) and convert it to plots.

2. Created plots will be allotted to serving/retired officers and families in case of Shaheed officers as per the guidelines of Army Headquarters.

3. To promote and undertake commercial projects for the maintenance and benefits of the JOLSHIRI ABASHON.

4. To promote and undertake educational institutions, sport centers, healthcare centers, mosques, shopping complex, utility services etc. for the dwellers of the JOLSHIRI ABASHON and nearby residents.
5. To receive, borrow or raise fund as loan, grant or otherwise upon such terms as the board of directors approves.

6. To promote and undertake any type of enterprise which will promote employment and income of the JOLSHIRI ABASHON.

7. To draw/ make/ accept/endorse/ negotiate/ discount and execute promissory notes/bills of exchange and other negotiable instrument and trading of commercial documents.

8. To enter into any arrangement with the Government or any other authority that may seem conducive to the objects and purpose of the JOLSHIRI ABASHON.

9. To do all such other lawful things as the JOLSHIRI ABASHON may think conducive or incidental to the attainment of the above objects or any of these and to further the enhancement of the JOLSHIRI ABASHON.

Background of the Project

Government officers are entitled to receive a piece of land for giving their life time service to the nation with devotion. Bangladesh Army solved the accommodation problem of the officers through DOHS in and around cantonments. But it has become difficult for the authority to accommodate more number of officers in DOHS as acquisition of land becoming a challenge for the Government due to population increase and changed socio-cultural scenario. Considering the fact, Bangladesh Army has taken a step to build a township with the approval of Honorable Prime Minister Sheikh Hasina from 23 Nov 2009. The project named Jolshiri Abashon is implementing by Bangladesh Army in between River BALU & River SHITALAKKHYA covering 2103 acres of land for Defense Officers Housing.

Location of the Project

Located at the centre of the eastern fringe of the DMDP area, Jolshiri Abashon is 1.3km to the south of the Purbachal New Town of RAJUK and to the immediate east of the Boshundhara R/A right across the Balu River.

It is flanked by the Balu on the west and the Lakhya on the east. From the Dhaka Zero Point, the project is about 21km (route –Zero Point - Mouchak –Rampura – Kuril - Purbachal New Town - Jolshiri) and 15.6km (route –Zero Point – Mouchak – Rampura - Madani Avenue -Jolshiri) away.

Also it is about 7 km from the Kuril Flyover through the 300ft Purbachal Link Road and 1.8 km away from Purbachal southern part. Further, it is only 7.5 km from the American Embassy and connects this part of the city directly through the east-bound extension of the Madani Avenue up to and beyond River Balu. This proposed road traverses the Jolshiri Abashon’s south perimeter and across the Lakhya River, will connect with the Dhaka-Sylhet National Highway.

The eleven constituent Mouzas of the project area belong to Rupganj Thana under Narayanganj district

Master Plan
The Master plan of the project is formulated by datEx Pvt Ltd. Initially the project was planned on 2300 bigha of land where 3000 plot was catered. Later on, to accommodate more number of officers the project area was re-planned and increased to total 6374 bigha where minimum 12000 plots can be catered. But to create a beautiful city the planner has given emphasis to the common problematic areas exists in our country. Aesthetic view was given due importance and keeping only 33% of residential area total 8000 plot is catered. This project offers entertainment, education, medical, and other associated community and service facilities. This well-planned model town encompasses beautifully designed housing and proportionate commercial facilities. The communication network planned keeping numbers of entry-exit routs widen primary, secondary and tertiary roads will ease the traffic movements. Besides, waterfronts will also be used for transportation. The project will have the provision of all types of administrative arrangements to ensure complete comfort and satisfaction. The Master plan is being gladly accepted by the future resident owners and authority is committed to keep the originality of the plan for execution.
