Background:

Immediately after the partition of British India in 1947, the technical education and training facilities in the then East Pakistan now Bangladesh were very much inadequate. As a result, in the economic activities taken up at that time there was a great deficiency of requisite skilled manpower. To over come this deficiency attention was given towards development & expansion of technical education and training facilities.

So, subsequently the Commerce, Labour and Industry Division of the Government established a Board namely “The East Pakistan Board of Examination for Technical Education” in 1954 under an executive order video G.O No. 188-Ind. dated 27.1.54 to conduct & control examination and award certificates to the graduates of Technical and Vocational institutes.

In 1960 the Directorate of Technical Education was established for development of technical and vocational education. The Directorate of Technical Education initiated rapid development and expansion works of degree, diploma and trade level technical education in the country.

To cope-up with increasing magnitude of academic activities, the need for establishment of a “Statutory Board” was keenly felt. A statutory body namely “The East Pakistan Technical Education” was established through Act. No 1 of 1967 of the then East Pakistan Assembly, which is now Bangladesh Technical Education Board (BTEB).

Thus the Bangladesh Technical Education Board came into existence with the jurisdiction over the entire area of Bangladesh to organize, supervise, regulate, control and develop technical and vocational education. The Board in its present form became operative with effect from June 1969.

Constitution of The Board:

The President of Bangladesh is the controlling authority of the Board. The status of the controlling authority in relation to the Board is similar to that of the Chancellor of a University.

The Board is constituted of the following:
Chairman

The Chairman is appointed by the controlling authority. He is to perform his duties as a full time Officer of the Board.

Ex-officio members:

Director General of Technical Education
Director General of Secondary and Higher Education
Director, BIT, Gazipur
Principal, Technical Teachers Training College, Dhaka.


Nominated Members:

One person to be nominated by the National Council of Technical Education.
The Vice Chancellor of BUET or a Professor to be nominated by him.
Three Principals of Polytechnic and Monotechnic Institutes to be nominated by the Ministry of Education.
Four distinguished persons interested in Technical Education to be nominated by the controlling Authority.


Functions:

The main functions of the Board are:

To prescribe the courses of instruction
To arrange for development of learning materials
To grant, with-hold or with-draw the affiliation to the concerned institutions
To prescribe the conditions governing the admission and transfer or Students
To prescribe the manner and mode of inspection
To monitor the teaching-learning processes/activities
To conduct and regulate the examination, evaluate the performance and publish results thereof
To grant Diploma/Certificate to the passed out graduate
To arbitrate or arrange arbitration between teacher and management of the affiliated institutions;
To regulate and decide all administrative matters including creation and abolition of posts of BTEB;
To fix demand and receive such fees as may be prescribed by the regulation;
To hold and manage endowments and to institute and award scholarships medal & prizes.
To perform such other acts/activities and things as it may be considered necessary for the purpose of organizational regulation, supervision, control, management and development of Technical Education


Operation:

For smooth execution of the responsibilities of the Board there are three divisions to carry out the work under the guidance of the chairman.

Functions of each of the divisions are as follows:
Administration:

This division is headed by a Secretary. He is the drawing and disbursing officer of the Board and also responsible for all administrator matters. Works in respect of appointment, granting of leave etc. of employees, preparation and submission of annual budget of the Board for approval, keeping records of income, expenditure and preservation of Board’s fund etc. are included under his responsibilities. In addition to these he is to convene all committee Board’s session and carry out any other activities as and when assigned by the Chairman/Board. The Secretary is assisted by one Deputy Secretary, one Asstt. Secretary, one Asstt. Account officer, one Registration officer and thirty-one supporting staffs for smooth functioning of the wing.

Curriculum:

The curriculum wing is headed by a Director who is responsible for development, evaluation revision and introduction of new curriculum for various approved and affiliated courses. He is responsible for producing appropriate learning materials and writing of books of various technological fields, preparation and revision of academic regulations, inspection of affiliated institutions and assessment of academic activities, examining all cases of equivalence and assessing the standard for affiliation and carrying out any other duties as may be assigned by the Chairman/Board. The curriculum division has small printing-cum-reproduction section for carrying out the work relating to curriculum activities of the Board. The Director is assisted by one Deputy Director (Research), one Evaluation officer, three curriculum specialists, one Documentation Officer, one Press Manager and twenty-one supporting stuffs.

Director, Curriculum is also responsible for the research activities of the newly set up Research cell of the Board and production of Text Books for different courses of the Board under an approved project. Curriculum division of the Board has to give academic support to CPSC and UNESCO UNEVOC activities whenever it is held in the Board.

Examination:

The Examination Division of the Board is headed by a Controller of Examination who is responsible for arranging and conducting examinations of affiliated courses in the approved centers. He is to look after the work of appointments of head examinations. Paper setters, printing of the question papers and timely distribution of the same to the respective centers, scrutinizing of examination scripts, tabulation of marks, disciplinary activities relating to examinations conduct rules, publication of the results, issuing of mark sheets and certificates, preservation of records etc. The Controller of the examination is also responsible for calling meeting relating to Examination matters, taking disciplinary action against the respective examinees and carry out any other duties and responsibilities as may be assigned by the Chairman/Board. He is assisted by two Deputy Controllers, three Asstt. Controllers and fifteen supporting staffs.
